Gang- and drug-related inner-city violence, with its attendant epidemic of incarceration, is the defining crime problem in our country.

In some neighborhoods in America, one out of every two hundred young black men is shot to death every year, and few initiatives of government and law enforcement have made much difference/5. But while massive amounts of effort and money are being dedicated to improving the inner-cities, two important questions have gone unanswered: Can community development actually help.

Delivering the urban renaissance. Our towns and cities are the engine of our economy, the bedrock of our culture and - for 90 per cent of us - the places we live.

Cities can be the most beautiful and joyful manifestations of civilisation. But they can also be socially polarised, physically squalid and environmentally destructive. The constituency of local and regional governments has contributed its position paper to the High-Level Political Forum, providing the perspectives and the needs of local and regional governments in view of the upcoming High-Leve.

The Smart Cities and Communities Task Force developed this report. The Task Force reports to the Subcommittee on Networking and Information Technology Research and Development (NITRD). This draft report is being released for public comment and will be revised in response to those comments.

Spurred by conscience or political necessity, governments produce a string of initiatives - from big and expensive inner-city and riverside regeneration schemes to smaller community-based.

The Model Cities initiative created a new program at the Department of Housing and Urban Development (HUD) intended to improve coordination of existing urban programs. Several cities including Detroit, Oakland, Newark and Camden received funding. The program's initial goals emphasized comprehensive planning.

And after the trouble spread to Toxteth in Liverpool in July the government announced the creation of an Inner City Task Force with a £90m budget to spend nationwide.
